The Richland Police Department is seeking your help in fighting crime by taking part in the Voluntary Camera Partnership!
The VCP allows residents and business owners to register the locations of their video surveillance systems with the Richland Police Department. When a crime occurs, police will be able to identify the locations of nearby cameras and enlist the assistance of the community to help officers collect video evidence and follow up on leads. With this program, the Richland Police Department will be able to directly contact VCP members that are using video surveillance in an area in which a crime occurred. Police would ask VCP members to check their video footage for a specific date and time that may show activity involved with a crime, such as a getaway car or the direction that a person of interest traveled.

Online Surveillance Camera Policy and Terms of Use:*
Registration is voluntary and there is no cost associated with registration. Registering your information does not provide the Richland Police Department with direct access to your camera. Registered users will not be able to see other user information. You may modify or delete your registration at any time by updating your existing VCP form. An individual's personal information will be kept confidential by the City, but remains subject to Washington State Disclosure law. Your information will be accessed by law enforcement personnel who are investigating any incident.
You will only be contacted by the Richland Police Department in the future if there is an incident in the vicinity of your security camera. Police personnel, if necessary, may request a copy of any video captured by your camera, which may assist in an investigation. The goal of the program is to deter crime and promote public safety through collaboration between the Richland Police Department and the communities we serve. Accordingly, all registrants agree to the following terms and conditions: Any footage containing or related to an incident may be collected by the Richland Police Department for use as evidence. Under no circumstances shall registrants construe that they are acting as an agent and/or employee of the City of Richland and/or the Richland Police Department through the program. If necessary, the Richland Police Department will contact you directly, using the information provided on this site, to request the appropriate video surveillance footage. By submitting this information, the camera registrant understands and agrees to the above policy and terms of use.
