The City of Richland Public Works Department owns and operates the Horn Rapids Landfill. The landfill began receiving waste in 1974. Learn about what happens at the landfill and prepare for your visit by watching the Horn Rapids Landfill video.
Self-Hauled Waste
Residents may dispose of self-hauled waste at a resident rate with proof of current Richland waste service. Residents must be present, show identification and a City of Richland utility bill. All other customers will be charged the non-Richland rate.
Accepted Materials
Besides garbage and yard waste, the Horn Rapids Landfill also accepts the following materials:
- Used motor oil (5-gallon limit per visit)
- Please call 509-942-7700 before arriving for oil tank level status
- Antifreeze
- Cooking oil
- Automotive batteries
- Rechargeable batteries
- Propane tanks and canisters

Disposing E-Waste and High-Intensity Light Bulbs
It's important to properly dispose of or recycle e-waste and high-intensity light bulbs so that the glass and metals can be reused. Proper disposal also helps prevent hazardous materials (battery acids, etc.) from leaking into our water supply.
E-Cycle Washington accepts the following items:
- Televisions;
- Computer towers (CPUs);
- Laptops;
- Monitors;
- E-readers;
- Portable DVD players;
- and more.
The following locations in Benton County take part in the E-Cycle Washington program and guarantee free recycling:

- Goodwill Donation Centers
LightRecycle Washington accepts compact fluorescent lightbulbs (CFLs) as well as fluorescent tubes and high intensity discharge (HID) lights. The following locations take part in the LightRecycle Washington program:

Commercial Landfill Account
Commercial entities who haul their refuse to the Horn Rapids Landfill may create a landfill credit account. To apply for an account, please complete the online Credit Application.

Richland Compost
Compost is available for sale to Richland residents. Self-load up to four yards for $25.
Commercial compost is available weekdays before 3pm. Cost is $15 per ton.
