You may be eligible to receive discounts on your utilities. To qualify, you must meet the income requirements outlined in the Richland Municipal Code.

Equalized Payment Plan
An equalized payment plan allows you to pay a set amount on utilities each month, making utility costs more predictable.
To sign up, complete our Request to Establish Equalized e-form or contact Customer Service at 509-942-1104 or email CustomerService@ci.richland.wa.us.
Housing Programs

Benton Franklin Community Action Committee LIHEAP

Benton County Human Services

Department of Social and Health Services
Washington State Department of Social and Health Services (DSHS) offers emergency programs. These programs include funding to help cover basic needs such as food, housing and help paying utility bills. Go to the DSHS website or contact a case worker for information.
