Applying for a private development permit? Review the plan and fee information below to prepare your application for submittal.
All plans for commercial, industrial and new residential subdivisions are subject to review. We conduct reviews to:
- Protect public health and safety,
- Ensure new construction conforms to City requirements, and
- Ensure new construction will function as intended within the City's existing infrastructure.
Permits
Construction work done within the public right-of-way or utility easement* requires a Right-of-Way Construction Permit. Application and permit fees apply.
*Utility easement describes privately owned property that may be accessed by utility companies in certain circumstances. E.g., a power company may trim the trees in a private backyard if the trees are interfering with power lines.

Single Family Permits
Residential construction projects must follow local ordinances that regulate stormwater runoff from construction sites. These ordinances are in compliance with the Department of Ecology’s National Pollutant Discharge Elimination System (NPDES) phase II permit and the Federal Clean Water Act.
The fee for single family right-of-way permits covers:
- Plan review requirements
- Field inspections associated with stormwater regulations, and erosion control inspections
Commercial Permits/Not Installing Public Infrastructure
Commercial projects that are not constructing public infrastructure must pay a right-of-way permit fee. This fee covers:
- The commercial site plan review,
- The erosion control and storm water system review,
- Water & sewer service line connections, and
- The installation of driveways and sidewalks.
Subdivision & Larger Commercial Permits
Larger projects that require construction of public infrastructure must get a right-of-way permit and pay the fee. The number of sheets in the engineering infrastructure plans determines the fee. This fee applies each time a project is submitted for review.

Fees are subject to revision.
To get your right-of-way construction permit:
- Pay the permit fee, which covers administrative and inspection costs. The fee is three percent (3%) of the estimated cost of the new infrastructure. Calculate the fee using the City’s infrastructure cost estimating tool.
- Check that the content and format of engineering plans conform to standards established by the Public Works Director.
- Include the Application & Submittal Checklist and a copy of the Public Infrastructure Cost Estimating Tool with each set of plans.
