Clean Energy Transformation Act (CETA)
The Clean Energy Transformation Act (CETA) set Washington on a path to a clean energy future. CETA requires that Washington electric utilities must:
- Cut coal generation from their resources by 2025;
- Be greenhouse gas neutral by 2030;
- Serve customers with 100% non-emitting and renewable energy;
- Prepare a clean energy implementation plan (CEIP) every four years.
Clean Energy Implementation Plan (CEIP)
A CEIP must:
- Create a plan for meeting CETA’s requirements;
- Identify specific goals for energy efficiency, demand response, and renewable energy;
- Explain how the utility will meet goals;
- Ensure that all customers benefit from the transition to clean energy.

Resource Planning
Planning for the future is very important to us. We work hard to ensure that our power supply meets customer needs at the lowest reasonable cost. Every two years, we report our projected load and resources to the Washington State Department of Commerce. Commerce collects this information from all Washington electric utilities and creates a resource plan summary for the State legislature.
City Council approved the 2024 Resource Plan through Resolution 2024-93 on August 7, 2024.
Electric Wildfire Mitigation Plan
On October 1, 2024, City Council approved Resolution No. 2024-132 and the Electric Utility Wildfire Mitigation Plan.
